I'm afraid I have to disagree with the argument you are presenting. The legislation was intended to protect women in general and in cases of exploitation by relations of authority. The legislature did not try to prevent romance in traditional meeting places. Sexual harassment means that the troubled person does not give her consent. Relationships in agreement (without exploiting authority relations) will continue to exist. The problem is that the world has become digital, and the number of human interfaces is decreasing steadily.
