I must admit that this was one of the questions that seemed most important to me, and I was right! It turns out that there are extraterrestrials in distant galaxies who do not share the same moral standards as the Federation members, which are reminiscent of humans. Completely different moral values can create acute conflicts. (As indeed happens intermittently with extraterrestrial visitors from distant galaxies.)
