- On October 30, 1938, in honor of Halloween the next day, Orson Wells aired a radio program on CBS Radio based on a book by Herbert George Wells called "War of the Worlds, " which described the Martian invasion of Earth. The results were mass panic. Imagine a live TV show of an extraterrestrial spacecraft landing on Earth without prior preparations—panic is guaranteed! Therefore, meticulous pre-planning of the historical encounter is mandatory.
Extraterrestrials are well acquainted with Earth's inhabitants, cultures, and religions and the risks inherent in a first encounter with extraterrestrials. Therefore, the more informed we are in carrying out preparation and risk management processes, the fewer preventive measures are required on the part of extraterrestrials. According to several indicators, the time for preparation will be relatively short. Therefore, the preparatory actions must be carried out correctly.
What are the main risks of encountering extraterrestrials?
I divide the risks into two groups: internal risks related to what is happening on Earth and another, no less serious risk involved in wars between extraterrestrials over Earth's influence.
Competing extraterrestrials who do not belong to the Federation are also involved in what is happening on Earth.
- Non-federation extraterrestrials have previously caused an asteroid impact about 13,000 years ago that caused the tectonic plates to shift, the downfall of Atlantis, the movement of Antarctica to its present location, and the flood of Noah, which is mentioned in the Bible but exists in almost every culture.
- The Federation Council is aware of the risk posed by competing extraterrestrials and will choose the date for the encounter in a situation where the Federation has a distinct energetic advantage.
Internal risks of what is happening on Earth.
- The risks are intertwined, and they begin with panic (thinking that perhaps doomsday has come), the weakening of the social order, robbery and looting, internal wars, loss of control of the establishment, the fall of loose regimes, the fall of advanced, unconventional, chemical, biological and nuclear weapons that may be directed against the extraterrestrials. A scenario that could destroy all human internal risks can be divided into several categories: existential, social, economic, religious, and military. It is essential to respond to all risks individually and collectively.
Wise management and meticulous preparation of the first encounter, emphasizing human cohesion, will prevent such scenarios and are intended to minimize the risks to a minimum.
Although there is still no deadline for the historic encounter with extraterrestrials, preparations should begin well in advance.
The phases are not confined to precise dates, and we have not yet entered the second part of the first phase. At the same time, many indicators have accumulated that we are getting closer to the second phase, which is relatively short and will not allow prolonged preparation.

The first stage of preparation requires the establishment of a multinational governing and coordinating body.
- Extraterrestrials made it clear (in channeling) that dialogue with them must only be carried out by a few (2-3) honest, decent people without political affiliation. They must have a high telepathic communication ability. Otherwise, a dialogue will not be possible.
- The superpowers and OECD countries must form a limited government for the extraterrestrial cause. The Council must make immediate decisions. The number of members of the Council is supposed to be very limited. There will be no representation of all countries in the world!
The longer first phase (of two) requires secret logistical preparations.
- Since the preliminary stage of an extraterrestrial spacecraft landing will probably involve darkness and disconnection from wireless communication, properly preparing police, fire, civil guard forces, hospitals, the army, and other vital bodies for emergency activity is critical.
- These include emergency equipment, food, medicine, water, fuel and gas for generators and cooking, batteries, rescue equipment, emergency lighting (which does not recharge), and cooking equipment.
Since this is routine civilian equipment, the inventory should be updated gradually under the guise of donation without igniting one's concern that this is preparation for an emergency.

I sincerely hope that the description of a powerful earthquake, with a volcanic eruption from the depths of the ocean, as a result of the shift of the tectonic plates, will not occur! It is a catastrophic event for humanity.
- I received clear indications (also present in Adrian Dvir's book) that the historical encounter with extraterrestrials will occur after a catastrophic event (not on a scale that destroys humanity) to prevent the spontaneous military response of separatist countries. (For example, a small asteroid or electromagnetic pulse that would destroy all the global power and communication infrastructure for a relatively long time.)
- Note: Van Allen's radiation belt and the magnetic field surrounding Earth (with large holes in it) keep the Earth from the damage of asteroids, but extraterrestrial advanced technologies can divert those.
Preparing for prolonged darkness, without electricity and communications, is an essential and critical part of human preparation for encounters with extraterrestrials.
In the second phase, humanity must appoint its representative government regarding extraterrestrials.
- Preparations for establishing the Earth's government in the extraterrestrial context must be carried out secretly before the final stage, in which world communication and power supply may be limited.
Its decisions will be binding on everyone, without exception. The public is already aware of the upcoming encounter with extraterrestrials.
- It is essential to emphasize that there will be very little time for massive logistical preparations in the second phase, so the logistical preparation phase must be carried out beforehand.
- Those communicating with extraterrestrials will be subject to the Supreme Council only, regardless of national or religious affiliation.
The second phase may be amid a global natural disaster crisis, with limited communication.

- The historical meeting place the Extraterrestrials Federation chose is Antarctica, in the heart of the ice steppes, in a secret location.
